The problem for the portrait artist is that if someone's feet, or elbows (etc) are missing from a painting or drawing, the viewer will conclude this is because the artist failed to correctly plan, and ran out of space. A good artist will be able to correct inappropriate cropping by reconstructing the missing parts, but it's not a easy task! You should expect to pay a premium for such work; it's better for the photographer to avoid such errors.
